Good evening Tenges ward residents. .
Leadership is about influencing the people's life's and processes. There has been success stories in our ward as per as financial year 2017/2018. After public participation held in our ward, all the priority projects set by the wanainchi cutting across all the 4 location which are:
Tenges
Chepkero
Emom
Kisonei
The county assembly approved all their projects with the budget allocated by the wanainchi.
Let it be known that our ward fund was 25 million which after consensus every location was given 6million.
There are however many challenges which we normally face as a ward among them are
Little resources
The 25million ward fund cannot merge the various challenges we face right from very bad roads, water challenges, youth and women empowerment, food security, healthcare among other devolved units.
Underfunding
The people who always attend public participation always allocate meagre resources to huge projects like roads and water project. This has lead to project stalling in halfway and resources has been used.
Little allocations from the national government
Our county at large has 11,000 sq kms, this means that we are equal to Elgeyo marakwet, Uasin Gishu, Transzoia and Nandi counties combine but we only got 5 billion. Whereas collection in terms of revenue stands at 250 to 300 million yearly. The wage recurrent expenditure stands at 3billion. This means that money for development given to wards will remain little.
Underrepresentation in public participation
Most of our residents who attends public participation are old people above 35 years youth and women are few, these means during then only non youth programs are allocated resources.
These are the major challenges which I saw as major contributor to slow growth.
The following are the projects of 2017/18 which majority has been done
Roads
In kisonei location there were Kisonei-Eitui road which had an allocation of 2million which was for road expansion and now it is completed
Kiplekwa-Koimur footbridge had an allocation of 1million, this project was underfunded and it needed another 1million to do a better footbridge which we held a public participation in kiplekwa and we are still in consultation to finish the bridge
In Emom location we had Tumek-Kapchemengich road which had an allocation of 1million shillings for road opening. This road was done to 5.2kms dozer work but unfortunately funds allocated was not enough.
Chepkero location had Ochii-Lelgut-Mogorwa road with an allocation of 2million that is dozer work and grading. We managed to finish dozer work and grading is on going now.
In Tenges location there were menjeiwa-kamatagei-Kaiso road which had allocations of 2million which it was done but there was a problem when approximately 100 metres was remaining. There were residents who refused to pass their land however the roads department are working on it.
Education
We had the following ECDE finished
Tabarin ECD 1.2million
Lelgut ECD 1.2 million
We had Moswo ECDE with 850,000 there were issues because it was mend for buying land
There was also Tenges ICT Centre which had an allocation of 200,000 for equipping. We have however added another 250,000 in financial year 18/19 so as to complete equipping because it was underfunded
Healthcare
We had allocated 4.5million to tenges health centre for upgrading which has been utilized
Ochii dispensary had 1.5 million which has been used
Cheplambus dispensary had also 1million shillings which has been utilized
Mogorwa health centre had 500,000 for upgrade which it has not been utilized
Eitui dispensary had 1.5million which has not been utilized
The following centres were allocated 250,000 each for physical planning
Tenges
Ochii
Kisonei
Some centres have been done while others are on going
Livestock development and management
The following dips were renovated at a tune of 500,000 each
Tabarin
Kaptigen
Kaiso
Sorok
Kisonei
Water supply and development
Tenges water supply rehabilitation and pipeline extension had an allocation of 5million shillings which others have been finished while some are on going
Kapkong water piping in Tenges location had an allocation of 1.2million which is complete
Kureswo water piping which had an allocation of 1.2million which is complete
There are two water projects remaining
Nduro water project
Sururu water project
In conclusion we are through to 90% of all the 17/18 projects
